Perhaps fashionistas around the city may have interpreted this saying in different ways/meanings. But the author, the great American fashion designer, was pretty clear about what he said. He means that every individual has to make an effort to dress up well. And it does not mean always wearing suits and meeting people is considered a good manner. Good manners means dressing your best for the occasion and for the people you respect.
